New Zealand is introducing a new quality assurance framework for education providers in 2026.

In mid-2026, the New Zealand Qualifications Authority (NZQA) will replace the current Evaluative Quality Assurance Framework (EQAF) with the integrated Quality Assurance Framework (iQAF) for private training establishments and institutes of technology and polytechnics. Schools and universities will not be affected.

What this means for visas

Immigration New Zealand will continue using existing External Evaluation and Review (EER) ratings for 12 months from early 2026, to ensure a consistent and positive visa experience while NZQA transition to the new framework.

For most students, EER ratings do not impact visa processing. However, there are some immigration conditions such as part-time work rights for English language students that refer to the EER category of a provider.

If you are planning to study in New Zealand in 2026, your visa conditions will be based on your provider’s EER rating as of the end of 2025, if applicable. This approach aligns with the Tertiary Education Commission and provides certainty for students and providers.

New providers and student visas

Newly established tertiary education providers can enrol international students once they have been approved and accredited by NZQA and are signatories to the Code of Practice.

Students from these providers can then apply for a student visa.
